Can't set time in Start Date

While the mobile app allows that, the web version doesn't allow user to set the time. It always defaulted to start at 8:00 am.
Can the Start Date be treated just the same as Due Date (can set date & time)?

I found out that I can adjust the start date via the Android app, but not via the web or PC app. It would be nice to have the same feature in the web/pc app.
