Can i publish task by API?

i have a CRM. I want to publish tasks to trello by CRM

You can certainly do that. The implementation will depend on the services available on your CRM. For example if you have webhook, then the endpoint receiving the messages can write to Trello or if the endpoint is Zapier or Make, you can use Zapier action or Make modules to eg create cards in Trello.
