Can an observer add pictures in the comments?

Can an observer besides commenting can they also add pictures in the comments area?

Atlassian Team members are employees working across the company in a wide variety of roles.

Since images in comments are considered attachments to the card, Observers are not able to do that. This is because Observers do not have the privilege to upload card attachments.
