Can I use powerups on a 2nd workspace board in the free version?

Hi,
I have the free version of trello as just seeing if this is the right fit for our company.
I'm looking to create a 2nd board to mirror cards on from the first board. However, even though the free version says you can have up to 10 boards and unlimited power-ups. The 2nd board is asking me to upgrade before I can use custom fields, which is really the only thing I need!! - see screenshot.
Can anyone help me?
