You need to understand the concept of workspace members, multi-board guests and single board guests.
1) Workspace members - Can have access to all workspace visible boards in workspace. Billable
2) Multi-board guests - Added as a member to more than 1 board in the workspace but not a workspace member so can't see all of the workspace visible boards, just the ones they are a member of - Billable
3) Single-board guests - Only a member of 1 board - Free
Paid power-ups often bill on a per-member basis so you have to bear this in mind also.
