I created an account for a family member years ago, and they shared a board with me. I just noticed the board was gone. When I click the link in the original email notification, I get this message
You’re a member of this board, but only board admins are able to reopen it. Please contact support for assistance.
From the family members' inbox, it seems Trello deleted their account months ago. I could access the board on my account a month or two after the account was scheduled to be deleted.
Both accounts are free. Is there a way to restore this particular board or even the other account? The board is more important.

It's a bit tricky for us as community members to really know if that's possible.
That's not a standard situation, so it might not be straightforward.

My two cents on this whole thing are
1) If the board is deleted, then the message I get could be improved.
2) I would also notify active users of boards if the board owner and or the board itself are in jeopardy of being deleted by Atlassian/Trello. I opened up the board a few times a year, and that should show up in some activity logs.
