Board that anyone with a link can see but only i can edit w/out premium?

I'd like to create a board that anyone who has a link to it can see, but only i can edit. Is there a way to do this without buying Trello Premium and adding people as observers?

Only Public will do here:

Several power ups can share with external people. One of them should do.
