A closed Trello board isn't deleted, but it can only be reopened by an actual board admin. Anyone who might have had admin rights should navigate to https://trello.com/my/boards and select "View all closed boards" to find and reopen it.
Alternatively, you can try visiting the board's direct URL while logged into potential admin accounts to see if the reopen option appears. Keep in mind that Workspace admin rights on a Free plan aren't always enough, and the board only shows up for existing members. If the sole admin has left your team, you will need to look into Trello's admin recovery process. For your privacy, please remove the board link from this public post.
