Biweekly Automation Not Running

I have what I believe is a fairly simple automation I'd like to run on my trello board with my group of supervisees. Every two weeks, on pay day, I want them to submit a certain form. I've tried setting up the reminder multiple times and it will not run. Previously, it was showing an expected run of twice a month, but now my board is showing no expected runs at all. I'm not sure what the logic flaw in what I've set up is. Any help is appreciated.

There was, and may still partly be, an incident affecting Trello, so this could be related to that.

I'm not sure this is it. It seems like the incident has been resolved, but I'm still seeing 0 runs per month.
