My boss and I both have premium licenses. I added him to a board and was charged an additional premium license fee to do so.

Trello Premium subscriptions are tied to a specific Workspace, not to individual user accounts.
So even if both you and your boss have Premium on your own separate Workspaces, adding someone to a board in your Workspace counts as adding a new collaborator to your subscription, which triggers an additional seat charge.
You have two options to work together without the extra charge:
