Adding potential members

Is it possible to add potential members who are under consideration to a team without having to invite them first?

Thanks for the quick response. Let me try to clarify my question. During the trial phase of my project, I want to consider different team assignment scenarios for certain tasks. I do not want to invite them as team members until I'm certain of their assignments. So before I send an actual invitation, is the best way to look at different team member assignment scenarios, to just use their names as labels for the various tasks? Thanks!
