Да мне пришлось уменьшить количество участников для того чтобы система заработала. У меня есть еще вопрос. Мы купили лицензии около 15 штук но система по прежнему не работает. В данный момент я уменьшил команду для того чтобы моя работа не останавливалась. Что мы можем сделать чтобы система с оплаченными аккаунтами снова заработали.

Have you tried removing members from a workspace (see official instructions here Remove a member from a Workspace)?
Also, have you checked Members page under your workspace settings?
Note that there's usually a delay when it comes to removing users and the number stated in the billing section.
A couple of notes for locked or suspended boards:
If you need to reopen a board, you can do so by following these: Reopen a closed board 👀
