How do I get the "Refershed less than a minute ago"?

I've seem websitles like this and it always says like "Updated a few seconds ago" "Refershed less than 1 minute ago" I've been searching and wondering on how to get that... but I didnt find any.. If anyone knows how, can you just answer it in here please?

You get that message when a web site does it.

I do not understand what you are asking for.  "How do I get a refreshed message" can be answered by "visit a page that does it and wait for it to do it", but I don't think that is really what you are asking for.
