Can't change About This Site title

I can't change the title :

 About this page 

it is the part where you put some info about this page

Is this a paided option or what. Will appreciate an answer.

Your Page -> Customize page and emails -> About the page (scroll down):

Hello, My Name is Emiliano, it is my first question.

I can modify the title "About this site" Is there a possibility to be able to change it?

The same for "Past Incidents" does anyone know how to do it?
