I am using automation to invoke a rovo agent, but it seems i cannot set it to be site wide and need to call out specific projects, is there anyway to set it to run off of a certain project category, this would help instead of having to explicitly call out certain projects
this is down to Studio Automation covering different Use Cases than Jira/Confluence Automation, according to the Atlassian Studio Team.
Studio Automation is open to all Users (depending on Studio permission) regardless of Space Admin permissions. It's meant for automating personal Agents or Team-level at a max. Studio Automation also works over multiple sites. But: There are no global automations.
So: If you want to trigger on all Jira Spaces or certain spaces, you will need to use Jira Automation from the Global Automation settings. You would need to trigger globally and then filter for Space category and other criteria. Note: this will have a massive impact on performance & credit consumption so think about it long and hard before triggering a Rovo Agent on that many work items.

I'd agree that this would be a nice feature to have. I tried checking JAC for open feature suggestions, but nothing related showed up.
What I'd suggest is reaching out to Atlassian Support and discussing this with them. Their team can then review the requirement and probably create a suggestion based on this (if they don't already have an internal one).
Note that you'll have to be an app admin for at least one paid app to raise a request there.

I'm guessing you have another paid app (as you have Rovo)?
You should be able to simply select that (any app that's on the Standard plan or above) and raise a ticket like that.
Their team can then redirect it to the appropriate channel.
