Rovo agent attachment url not resolving

I have an agent where an input is a file.  Running the agent directly in rovo works just fine when I manually drop the file in the chat.

However, when I am adding a comment on a work item and click the AI button and then select the agent I get the following:

It seems that there is an issue accessing the file attachment "file name.xlsx" from the work item ABC-123. The URL provided for the file is not resolving correctly.

Please ensure that the file URL is correct and accessible.

Is this a known issue?  Is this perhaps permissions related?  If so what permissions do I need to ensure that this will work correctly?

@Todd Winton This is a known limitation. Rovo Chat can access files you upload directly, but agents triggered from Jira comments sometimes receive a non-resolvable attachment URL. It’s not your agent—it's how Jira passes file links. Check that the user running the agent has “Browse projects” and “View attachments,” but in most cases the fix requires Atlassian’s side. A support ticket is the right next step.
