Rovo agent attachment url not resolving

I have an agent where an input is a file.  Running the agent directly in rovo works just fine when I manually drop the file in the chat.

However, when I am adding a comment on a work item and click the AI button and then select the agent I get the following:

It seems that there is an issue accessing the file attachment "file name.xlsx" from the work item ABC-123. The URL provided for the file is not resolving correctly.

Please ensure that the file URL is correct and accessible.

Is this a known issue?  Is this perhaps permissions related?  If so what permissions do I need to ensure that this will work correctly?
