there are actually a few different ways to handle persistent instructions, and it really just depends on where you want that instruction to apply.

You described possible agent behavior. I am afraid that currently we can’t tell Rovo to provide certain rules and guidance that it should send to the user when it starts working with them.
Maybe you could try creating an agent and integrating these requirements into it?
