It's probably your network problem. If you can't access https://recaptcha.net/, you can't create a site. You have to find a way to access it.

Hi @Jack Loong  and welcome to the community—this is a known issue related to site eligibility and signup requirements for Rovo Dev Agents. The “Invalid Recaptcha” or generic error may indicate that the captcha isn’t loading or completing, especially due to network restrictions. Many users have resolved it by using a VPN, trying a different network, or using incognito mode.

Here are a few things I would suggest checking:

• Ensure that you can access https://recaptcha.net/ this is required to create the site.
  • Try using a different computer or a VPN as it might be a firewall blocking you.
• Trying to connect on a different network.
