The person who approves this is your Atlassian org admin - you can't switch it on yourself. A couple of things feed into it:
1. Whether Rovo/Studio is turned on for you at all. An org admin controls that at admin.atlassian.com > Rovo > Rovo access, where they can block it by app or by user group. If your group's blocked there, nothing else shows up.
2. Who's allowed to create agents and automations. That runs off its own Studio setting at Rovo Studio > Settings > Studio settings > Agents > Agent creation permissions. It defaults to All users, but if an admin has set it to Selected groups, you'll need to be added to one of those groups first.
So take it to whoever manages Rovo in your org and ask them to check those two: the group block, then the Agents creation permission.
