I'm attempting to add a Rovo agent created by another user to our help center, but am being told that I do not have permission to administer the help center despite having the Site Admin role in JSM. Unless I'm missing something, I've not been able to find anything in the JSM documentation that discusses ways to manage admin permissions for a help center, and the help center settings itself are very bare bones and only show me Details, Spaces, and Landing Pages.

According to this article:
Add a Rovo agent to the help center
To add a Rovo agent to a Jira Service Management help center, make sure you:
are a Site admin for that Jira Service Management site
are an Admin or Collaborator for that Rovo agent
Note that one is not a site admin for the JSM application. Site Admin is a role set through the Administration Hub and applies to the Site, not to individual applications.

Is the service account both
