I found an article mentioning that there are functional differences between Rovo features depending on the subscription plan (Standard vs Premium vs Enterprise).
However, I couldn’t find any official Atlassian documentation confirming these differences.

Is Atlassian Intelligence the same as Rovo?

As Rick said, the only difference (currently) is when it comes to indexed objects and AI credits per user. The only difference might be if it's rolled to your organization or not:
Premium and Enterprise: Rovo will be enabled for customers with AI features turned on between April 14, 2025, and July 2025.
Standard: Rovo will be available to Standard plan customers later in 2025.
As stated in the official docs, once you 'get' Rovo, all features are automatically available:
Included Features: Once Rovo is enabled for your subscription, you will have access to Rovo features (such as Rovo Chat and Rovo Search) as part of your existing plan.
To my knowledge, there haven't been any indications that some features/capabilities will be gated behind specific plans.

I'll add to @Tomislav Tobijas response to say: Atlassian made Rovo available to all paid Cloud subscriptions (Standard, Premium, Enterprise) at no additional cost. However, capabilities still vary by plan. Standard users get core Rovo Search and Chat, while Rovo Studio (custom agents), advanced governance, and some connectors remain Premium/Enterprise-only. Atlassian Intelligence features are included across paid plans but may differ by app, tier and stage in the global rollout.
Atlassian Intelligence is the basic AI built into Atlassian apps. It helps with everyday tasks like writing, summarizing, and explaining content while you work. These features focus on the task you are doing right now.
Rovo is a separate AI tool that works across all Atlassian apps. It uses Atlassian Intelligence to search, answer questions, and connect information from many places at once. It can help with larger and more complex needs.
In short: Atlassian Intelligence is the AI engine. Rovo is the assistant it powers, working across apps.

The only differences between the subscription plans, are the Indexed Objects and Rovo Credits. Indexed objects are items that are indexed through connectors (such as sharepoint pages, or google docs) and Rovo Credits are what you consume in terms of interaction via chat and such. Rovo Dev is a completely separate product, but is also included if you subscribe to the Software Collection. You can read more about that here: https://www.atlassian.com/software/rovo-dev
