"Suggest Changes" not available on Cloud Site

Hi,

I have been reading about the Suggest Changes options for Cloud sites especially for accounts that we have not verified domains (mainly customers/consultants), however I do not see that option available on a profile when I open that up.

Is this a feature that is then not available to all Cloud sites or would it be elsewhere on the site?
