Users with email addresses not on your claimed domain(s) are are not licensed in Atlassian Access as they cannot be managed.

So you mean 36 users on Jira are external?

but ideally, Jira is not accessible without an Atlassian access account

You can only manage the accounts with domains you have claimed.
