Cannot add people who are not in my domain

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

Hi, I send invitations to join to people who are in my domain (e.g. mydomain.com).  But I cannot add people who are partnerdomain.com.  I get the message below that a person is not found.

This is for Jira and Confluence.

Last time I checked to have that integration you must have access, it can't be done straight from Jira. Maybe you need to add the user there first, it's not the tool I use the most.

Any chance you are using Access to manage logins? Maybe you are trying to bring users from an active directory that clearly won't have external users
