Is there an issue within Atlassian service whereas it is not deactivating users after they are marked deactivated?

For example, if I have 1,100 deactivated users and I just deactivated 2 users.  The value does show 1,102 deactivated users until I refresh my browser, the value goes back to 1,100.

@Andrew Graves, sometimes the system can take some time to reflect the changes everywhere. If you go back to these users later, are they active again?

@Kian Stack Mumo Systems It does show the user showing as active.  It doesn't show a deactivated icon next to the user.  I'll give it a few hours or another day and see how it goes.

It shouldn't take that long to show up. Are these managed accounts?
