Are "Site access" counted towards Atlasssian Access billing?

If a user has Site Access but no product access does this count as a user for Atlassian Access ?

I believe if this documentation is correct: https://confluence.atlassian.com/cloud/manage-your-bill-for-atlassian-access-948237309.html

Any user that doesn't have access to at least one Atlassian product should not be included in the bill for Atlassian Access.
