integration AWS SNS outgoing could not be connected to Region AWS EU-WEST-3 do you know why ?

When We try to configure AWS SNS outgoing integration we can not restrict on this AWS Region because it's not appear in drop down list.

This is not an AWS restriction so I suppose it's an opsgenie restriction?

Could you help us ?
