For the above mentioned report, is there any way to have the report filter on specific users or teams?

The Total On Call Times per User report does not have a filter that can search on a specific user(s). Instead all users will be listed with this report.
Having said that - you can select which team the report applies, and pull on-call time per user for anyone listen in the specified team's schedule(s):
