If I have Jira Service Management with Essential and want to stand up OpsGenie standard does it have to use the same licensing as Jira Service Management? Or is the only way to accomplish this a separate Atlassian instance?

Sounds like you might have a JSM subscription which gives your a JSM/O equivalent of an Opsgenie Essentials plan - which leads me to believe you have a JSM Standard subscription.
For transparency JSM/O subscriptions translate to these Opsgenie standalone plans:
To upgrade your JSM/O plan, you have to upgrade your JSM subscription entirely.
I don't think that there is a limitation of what plans you want for each product. However, each product have different features according to the respective plan.
