Are any of the OpsGenie pricing tiers providing a "Sandbox" environment so we can test our integrations with external alert tools (e.g. Prometheus, Splunk) test/dev environments?

We have one. We have the "top tier" Enterprise-sized license so your mileage may vary. But we just spoke with our Opsgenie rep to get it set up. It shows up as a separate account in Opsgenie under your name. We use it for that exact scenario.
