How to set a number customfield range (1 - 100)

How to set a limit on input value that can be entered in a number based custom field.

For example, if a user tries to enter a value more than 100, then jira shouldn't allow ticket creation

Please use "Regular Expression Check" validator in the workflow.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

Using validator will only restrict when issue needs to be transition further.

It should be configured in a way that, when user inputs a value out of range, it shouldn't allow him to edit/create an issue itself.
