I have Iphone SE with version 15.8.2. in officila website is requesting version 16 and more

Unfortunately, this wouldn't be possible, Peter. Looks like Apple is no longer providing active support for iOS 15 (just security support). 

The Opsgenie app that is currently supported has as a minimum requirement of iOS 16.0 as described in the technical details of the App Store:
