You can use the following channel to raise a ticket regarding billing: Atlassian Support: Pricing, Billing & Licensing

this thread discusses the exact same issue: a user was charged for Loom Business during the migration to Atlassian (possibly unintentionally) and is seeking a refund.
Access the right channel: Go to Atlassian Support for Pricing, Billing & Licensing.
If your Loom is still a standalone app and not integrated with Atlassian, select "Other" in the support form and describe your case manually to ensure the ticket goes through.
