With the deprecation of creator lite -- will external users still be able to view Loom videos, even if they don't have a paid account? We use loom a lot for enablement materials and need sales and tech teams to be able to view the content, even if they no longer have user profiles.

Yes — the deprecation of Creator Lite affects the user role/licensing model, not the basic ability for external people to watch Loom videos.

If a video is set to Public / Anyone with the link, external viewers can still watch it without a Loom account and without a paid seat. Atlassian’s current Loom documentation explicitly says that public videos can be viewed by anyone with the link and no login is required.

The Creator Lite change means that existing Creator Lite users are being converted to full Creator seats as workspaces move to Atlassian’s new billing model. Those users can become billable, so admins should review whether they actually need to remain members of the workspace.

For your enablement use case, I would separate viewers from workspace members:

People who only need to watch training or enablement videos generally do not need a paid Creator seat if the videos can be shared publicly.
People who need to record, manage, or collaborate inside the Loom workspace may need to remain Creators.
If your videos are restricted to Workspace members or Only people added, then the viewer may need to authenticate depending on the privacy configuration.

One thing worth checking before deactivating Creator Lite users is your workspace’s Security / Privacy settings, because admins can disable public links. If public sharing is disabled, removing those users could affect their ability to access restricted content.

So, in short: yes, external users can still view Loom videos without a paid account, provided the video sharing settings allow external/public access.
