Error:
You can't delete your account
Your account can't be deleted because:
User is last billing admin of a transaction account that has one or more active entitlements. User is last billing admin of a transaction account that has one or more non-cancelled subscriptions.

It can take some time for the cancellation request to be processed. And then Atlassian holds your data for a period of time before permanently deleting it, in case you change your might and want to reactivate the subscription.
It may be that not enough time has passed or you have subscriptions that need to be canceled still.
Go to https://admin.atlassian.com/billing to see what billing accounts you are associated with and make sure that you no longer have any active subscriptions. If you still have active subscriptions cancel them and then try deleting your account again once the cancelation is complete.

On top of what Brant said (and based on your reply), you will first need to remove all active subscriptions (including free plan apps) 'connected' with your Atlassian account.
Anyway, to do so, you can follow the instructions here: Deactivate a subscription 👈
It could be a bit 'hidden,' but if you get stuck with deactivation/removing the subscription, let us know.
Also, note that deactivation might take a while, as per Atlassian's official deactivation policies: Remove domains and apps from your organization
