For our Team Managed Kanban board I would like to create a Quick Filter for a custom field called "Themes" where the user can click on the quick filter button to select one of the themes entered in that field as a checkbox.
I am an admin of our Atlassian account and have created the project myself so there are sufficient privileges to do this. I have accessed the Project Settings > Board, however, there is no option for Quick Filters. Only, Columns and Statuses, Custom filters, Card cover images, and Timeline.
Are customizable quick filters still a thing? Thank you!

Welcome to the Atlassian community.
To make custom Quick Filters for a Team Managed Software project Kanban board you need to select the custom filters option.
However those custom filters cannot be created to provide a dynamic selection list, mimicking what you see for the built in filters like Epic, Type, or Labels. Instead you would have to create a JQL statement specific for each Theme value, and each of those would be a separate custom filter that you could activate.
I have not yet found a suggestion for this in the Atlassian public backlog, though there may be one. You could open a support request directly with Atlassian to see if they can provide a link to such a suggestion, if one exists.

This makes sense. I think I can work around that since we have only a few themes to choose from.

For a team-managed project, "quick filters" are called "custom filters".
And, those filters are based on a JQL filter. They do not allow creating a selection list of checkboxes, as does the Issues view with Basic options.
