The link I have for the obr is no longer working and all I can find is the exe files. is there no longer an obr for Service Management?

I have the same issue, I can't update JSM without the obr. The files need to be extracted.
Looks like JSM 10 has been released in the last 5 minutes. Maybe the page is being updated?
EDIT: had to figure out the naming convention on the URL but this is for 5.12.12 LTS:
