how can i can create an automation rule so i can get a notification for each new comment everytime

Welcome to Atlassian Community!

In it's simplest form the automation would look something like this:

 

But JSM already has a notification scheme that will notify the assignee and the watchers every time there is a change to a request, and there is also customer notifications.
