Hi @AmanSultan welcome to the community. If you are being billed monthly, your invoice will be adjusted automatically based on the number of users. So if you change from 16 to 20 to 25 and then 30 over 4 months, you won't be charged for 30 users for all 4 months. You're only charged for the number of users at that time.
As I understand it, if you use the annual billing, you would select a user tier, and you would be billed for that many licenses within that tier.
