user cant see workspaces.

i have set up a user with the same groups and access levels as me however she cant see anything when she logs in.

Hi @Anna Davies and welcome to the community.

If you go to Space settings -> Access -> Space permissions you have a grey button in the top left called "Permission helper" 

Click on that and add the users name, choose a random ticket in the related space and permission 'Browse Projects" that is the basic permission to be able to have access to the Space. 

One other thing you could check if you are using Jira Service Managment. Users often get a 'customer profile" for accessing the JSM portal that is a different account than their user account. The customer profile normally has a grey avatar and the user profile is colored.

Does this user been granted a Jira or a JSM license, so in Administration, has the user been granted User and/or Agent permissions.

Only a User admin, Site admin or Org admin can grant this.

Group membership alone usually isn't enough to get a user fully set up in Jira Service Management on Cloud. Even if she's in the same groups as you, there's a separate layer of product access that needs to be granted through Atlassian Administration, and it's easy to miss.

The first thing to check is whether she has been granted access to the JSM product itself. Head to admin.atlassian.com, go to your site, then Products > Jira Service Management, and confirm she appears there with the correct role (Agent or Administrator). Being in a group grants permissions within the product, but if product access hasn't been assigned at the org level, she'll land on a blank screen or see nothing at all.

The second thing worth checking is whether the workspaces she should see are tied to specific projects, and whether she has the right project roles within those projects. Product-level access and group membership don't automatically assign project roles, so it's worth opening one of the relevant projects, going to Project Settings > People, and confirming she's listed with an appropriate role there too.

If both of those look correct and she's still seeing nothing, the next step would be to raise a support ticket with Atlassian so they can check the audit log and confirm whether her account has been fully provisioned. Sometimes there's a sync delay or a SCIM-related hiccup that only shows up on their end.
