When creating a request to service desk via email request - is it possible to add some email address as cc (or as another recipient of the email), so that this person will:
a. See the request when it's sent to service desk?
b. Be cc'd to all the responses to the customer that are coming from Jira service desk emails?

You can add participants to the request as stated in the documentation:
About participants
Request participants are customers and organizations who can view, comment, and receive notifications about the request. Participants receive the same notifications as the reporter, and can turn off notifications at any time.
In the customer portal, agents and customers can add participants by selecting Share.
