rest api uses getting error: "Creation of these tickets is restricted."

we created a desktop service desk rest api application.  some uses do not have permission for some request types.  Is there a way to determine in advance if the user has permission for a request types so that the application would not present an unavailable option,

how exactly do you control permissions for the request types? Or are these different projects / portals?
