can we set up on JIRA service desk a process or the customer has the choice of 2 types of requests: incident or request

unfortunately, Jira service desk can not do this. But u can make 2 request type with different issue type (e.g. incident and service request) with the same fields. I mean one time make a request type (service request) with ur favorite fields and another time make second request type (incident) with the same fields (as u make them for service request issue type). Also u can use the same workflow for ur favorite issue types.
