"View Workflow" not available if you don't have permission to transition the issue

Since Jira Software 9.0 with the introduction of the "view status menu" if you don't have permissions to transition the issue (for example if it's waiting for approval from someone else) you cannot see the workflow. 

How can users see the workflow in these cases?

I've just seen that this is fixed in next version Jira Service Management 5.4.x release notes | Atlassian Support | Atlassian Documentation
