project version screen can not add one new version or new module

Welcome to the community.  Please note that you must have project's Administrators role to create/manage new versions (AKA Releases) and components for the project in question.  Lastly, project releases/versions and components are project dependent and they are not shared among different projects.

So if you need the same releases/versions/components for multiple projects, then you will need to create them manually in each one of the projects.
