Gostaria de saber se há como alterar o layout do portal, como botões personalizados, disposição dos campos, menus, etc...

É possível alterar pelo lado do agente tbm?

Welcome to the community.  Unfortunately, there are only limited options that you can change the out of the box portal UI.

Of course you can also check into Atlassian Marketplace for third party add-ons that may provide further customizations to meet your needs if any of them are out there.
