right now I am facing an update of jira service management which is in version 3.16.0 and jira core in 7.13.0 and has the following plugins:
-Adaptavist scriprunner for jira 5.4.49
-Automation lite for jira 5.1.17
-Chat for service desk 1.7.1
-edit dield automation 1.4.0
-extension for jira service desk 6.9.2
-insight 6.1.4
-JSU suite utilities for jira 2.12.0
-project configurator 3.0.2
-Surveys for Jira 4.0.2-jira7
-Time to SLA 7.9.0
Additionally they have two environments: 1. QA with two nodes 2. production with 3 nodes
Thay have a database

Server:
Servidor Red hat enterprise linux server release 7.9 (Maipo)
I would like to know up to which version I can update and what is the best way to update it. thank you
You can find all the details about whether your server and database are supported here.
From what I can tell, you're okay on that front for any versions except perhaps for upgrading your Oracle JDBC Driver.
Beyond that, my preference is to start by upgrading all the add-ons to the latest available version for the current Jira version.
Then upgrade Jira and check/upgrade the add-ons again.
As far as the actual Jira upgrade goes, there is really no shortcut from reading all the upgrade notes between your current version and the version you want to go to.
But as far as I'm aware, you can jump directly from 7.13 to 8.20 (the latest LTS) withing doing intermediate upgrades.
After the upgrade, you update the JSM app directly from the Application & License page.
