2 things that come to mind.
1) You might not have the Jira Service Management Customer License. You'll want to talk with the Jira Admin/owner to provide you with this.
2) You might not be a customer of that specific portal. In this case, you would want to talk to either the project/portal owner OR the Jira administrator.
