how to stop users to creates issues(multiple projects) from create button on the top navigation bar?

Hi Team,

how to stop users to creates issues(multiple projects) from create button on the top navigation bar? Instead of that, I want them to use the customer portal.

I have created a tab on the top navigation bar but users always create issues by create button that I want users not to do.

Go into each project and amend the permissions - take away the user's permission to "create issue"

This won't stop them acting as "customers", who will still be able to create requests in the portals.
