how to change date forma shown on issue events

How can I configure the date and time format so that it can be visible the complete date and time en every event registered in an issue.

I want to see the entire date and time instead of the way in the attached image

You can't.

You might raise a support call with Atlassian to see if they might set the flag for you, but as it's a restricted function, they could easily say no.
